RFP evaluation criteria are the standards and dimensions that procurement teams use to assess and compare vendor proposals. They define what "good" looks like and ensure that decisions are objective, defensible, and aligned with organizational needs. Without clear criteria, evaluation becomes subjective and inconsistent — different evaluators weight different factors, and the best vendor may not win. Well-defined criteria create a level playing field and help stakeholders reach consensus.
The most common approach is weighted scoring. Each criterion is assigned a percentage weight (e.g., technical fit 40%, pricing 30%, experience 20%, compliance 10%). Evaluators score each proposal on a scale (e.g., 1–5 or 1–10) for each criterion. The weighted scores are summed to produce a total score. This approach makes trade-offs explicit: if pricing is 30% of the total, a cheaper but less capable vendor can still win if they meet minimum technical thresholds.
In consensus scoring, multiple evaluators independently score each proposal, and scores are aggregated (e.g., averaged or using the median). Disagreements are discussed in a calibration meeting. This reduces individual bias and ensures that no single person dominates the decision. Consensus works well when evaluators have different perspectives — technical, commercial, legal — and need to align on a unified view.
Some criteria are binary: the vendor either meets the requirement or they don't. Common examples include mandatory compliance certifications (SOC 2, ISO 27001), security requirements (encryption, SSO), or specific functionality. Proposals that fail a mandatory criterion are often disqualified regardless of other scores. Define these upfront so vendors know the hard requirements.

A scoring matrix maps each RFP question or requirement to an evaluation criterion and assigns points. Create the matrix when you draft the RFP so vendors know how they'll be evaluated. Share the matrix (or a summary) with evaluators before they read proposals so everyone applies the same standards.
